The year is 1999, and the Balkans stand on the edge of another catastrophe. Kosovo has become the centre of a crisis that threatens not only regional stability but the credibility of the international community. Violence continues to escalate, thousands have been displaced, and the prospect of peace grows dimmer with each passing day.
As delegates, you will enter the committee on 24 March 1999, 9:00 a.m.—a moment when history is still unwritten. The responsibility before you is not merely to debate what happened, but to determine what should happen next. Every negotiation, and every alliance, will influence the course of the committee. With crisis updates capable of changing the geopolitical landscape at any moment, delegates must think strategically, negotiate effectively, and adapt under pressure.
There are no predetermined endings within these walls. The Kosovo Crisis can be de-escalated through diplomacy, transformed by decisive international action, or pushed into a wider conflict by a single miscalculation.

Greetings Delegates,
Welcome to the United Nations Security Council. It is my privilege to serve as your Chairperson for this committee. We will meet at a decisive moment in history, where diplomacy hangs by a thread and every decision made in this room has the potential to alter the course of events. I encourage each of you to represent your nation's policy with conviction, engage in meaningful debate, and remember that the best diplomacy often happens through negotiation rather than confrontation.
As representatives of the international community on 24 March 1999 at 09:00 hours, your responsibility is not to predict history but to shape it. Strong arguments, strategic alliances, and practical solutions will always outweigh dramatic speeches. And while passionate debate is encouraged, I would kindly request that you reserve declarations of war for your own dreams and not for your fellow delegates. Your position paper deadline is 11:59 pm on 26th July, 2026. We shall be accepting a maximum of 2 pre-committee communiques. The deadline for which is 11:00 pm on 30th July, 2026.
The committee shall be assisted by Aayansh Bhalotia serving as the Rapporteur. He is the school Assistant Prefect. He is a 10th Grader with keen interest in MUNs and debates. He may look like one of the most innocent members of the executive board (to our disappointment he is not), but he can easily face and counter any well experienced delegate.
Advait Aiyer, serving as the Co Vice Chairperson, never stops running (even from his responsibilities). He dreams to be a very prominent runner and tennis player one day. He is one of the most friendly and fun secretariat members, but can surely prove his worth when you hand him a mic and give him the stage.
Toshith Shaw will also be serving as the Co Vice Chairperson for this committee. He regrets slow dancing on ‘Perfect’ with another member of this executive board. His love for a certain red bull driver is one the reasons why he remains disappointed for a greater part of the year. Jokes apart, he is one of the most approachable EB members. He is also the School Bosco house Vice Captain.
I, Harshvardhan Saraf, the School Prefect, will be serving as the Chairperson of this committee and as the Deputy Secretary General of Bosco MUN 2026.
Finally, I urge you to respect the spirit of debate. Respect the freeze date, parliamentary procedure, and the efforts of every delegate in the room. The dais is here to facilitate an engaging and intellectually stimulating committee, not to catch delegates out, although we may occasionally notice a creative interpretation of history. Above all, enjoy the experience, embrace the unpredictability of the crisis, and strive to leave the committee having learnt something new. I look forward to witnessing your diplomacy, your strategy, and perhaps, your ability to succeed where history did not. I wish each one of you the very best, and I eagerly await seeing you in committee.
